As Mayor of Sulphur, I am full of excitement and expectations as we build on our many strengths as a City. 

 

The 230 City employees who work hard each day to maintain services, keep us safe, and help us move forward are an integral part of the progress that has been and will be made.  We continue to work together to identify the areas where we see improvement is needed.  Please be patient with us, as we continue to work hard and be accountable to you.

 

This is your City and your government, I will always be mindful that I represent each one of you.  I am humbled and honored for the trust that you have shown by electing me as your Mayor.  I vow to work hard to achieve the vision we all have for our City.  A link to the Vision SulphurVision Sulphur II documents, which were approved by the City Council, are available in the Related Pages section.

 

It is important to me that you have access to me and the City administration.  Your Council representatives know the needs and concerns in each of their districts and I pledge to work with each one of them to address those issues while working for the good of the City as a whole.  By working together, we can make sure that your voice is heard and that we keep you informed of efforts to address what we hear.  We continue to expand outreach efforts to inform you of activities in the City such as planning and development, water outages, safety concerns, events and more.

 

Since taking office in April, 2010, new programs and events have been implemented.  Our City-wide recycling effort is in place, with recycling receptacles located at Eastside Fire Station, Southside Fire Station and City Hall.  A "pilot" School Recycling Program was implemented in the 2012-2013 school year at LeBlanc Middle School and Frasch and Key Elementary Schools.  An agreement with Citgo has recently been signed to expand the program to all schools in Sulphur and Carlyss.  Movie in the Square, which began in May, 2012, has been a huge success.  Stars and Stripes, an annual event which was established to commemorate 9/11, is in its 4th year.  The attendance has grown each year with the event drawing spectators from Texas and Mississippi.  The City now has an annual Veteran's Day Celebration with a parade and program.  Heritage Square has expanded as a result of a Cooperative Endeavor Agreement with SPAR to provide bathroom facilities and the beautiful new addition "The Grove at Heritage Square".  The City, in partnership with area clergy, has sponsored the Religious Freedom Rally.  We are really excited about an event planned for March 12 - 15, 2014, The City's Centennial Anniversary Celebration.  All of this, as well as more to come, is planned by keeping our motto, "Faith, Family, & Community"  in mind.

 

There are many things in Sulphur that do not need changing.  I have those, who have been in office before me, to thank for our beautiful history and past growth.  I am blessed to have a good foundation on which to build.  As we move forward, I ask for your assistance and your patience.  Together we can accomplish great things.

 

I do ask that you participate in our success.  Serve on a committee, volunteer your time, contact your Council member to offer support, or let me hear from you.  We can achieve greatness as long as we all continue to work together to make Sulphur the best place for families to visit, live, and work.

The Sulphur City Court was established by the State of Louisiana.  Although the Court is called a City Court, Sulphur Court is comprised of the outlying areas of Carlyss, Sulphur, and inside and outside the city limits of Westlake.  It has authority to decide certain juvenile and criminal matters as well as civil disputes up to $25,000.00.
The City of Sulphur encourages business growth by providing assistance to a prospective business or industry. This includes Enterprise Zones and bond programs, as well as technical assistance. The Louisiana Department of Economic Development offers business incentives in the form of tax exemptions.
 
The Finance Department's major areas of responsibility include budget management, payroll, purchasing, assets, accounting, debt management, investments, and financial reporting.  The Finance Department manages and maintains financial records in conformity with generally accepted accounting principles and in compliance with State and Federal laws.  This department develops and maintains effective and efficient financial planning, reporting, and central support systems in order to safeguard the City's assets and provide quality service to the residents.  This department is also responsible for all Human Resource functions.

Sulphur Fire Department is a fully paid, class 2, progressive department that responds to approximately 800 emergency calls annually. The Fire Department provides proactive prevention services such as fire safety inspections of commercial properties, site plan reviews, and fire safety education. The Fire Department community projects include: fire safety education, fire station tours, and the nationally recognized BLAST program.
 
The City of Sulphur maintains a fleet of 4 class A pumpers, 2 Ladder trucks, several support vehicles, and over 65 paid and fully certified firefighters.  Our Class 2 rated department responds with 2 engines, a ladder truck, and 1 command vehicle to all structure alarms and has a response time of less than 5 minutes 90% of all calls.  Maintaining this performance requires regular training, skilled responders, and a fully functional fleet.

Sulphur Fire Department manages the administration of all fire, building, and residential inspections in the city.  All construction work inside the City of Sulphur is required to be inspected.  The Inspection Department conducts Fire Marshal Inspections, IBC Inspections, and IRC Inspections persuant to LA R.S. 40:1730.21(see Ordinance below) effective January 1, 2007.  The Inspection & Permits Department promotes and preserves building safety through professional and courteous service, enforcement of the building code, and teamwork in order to enhance our partnership with the public and building community.
 
 
 
The Land Use Commission is a 5 member board appointed by City Council.  The members are appointed to four-year terms which run concurrent with City Council.  The commission regulates and restricts the height, number of stories, and the size of structures, the percentage of lots that may be occupied, the size of yards, courts and other open spaces, the density of population, and the location and use of buildings, structures, and land for trade, industry, residential, and other purposes.  They make recommendations to the City Council on matters which may come before them relating to the zoning and rezoning of property, variances, etc.  The Commission has public meetings the 3rd Monday of every month at 5:30 pm in the City Council Chambers located at 500 North Huntington Street.

The Sulphur Police Department has been a pioneer in the area of state-of-the-art technology. Our patrol cruisers have been equipped with the most modern mobile computers that assist the officers in report writing and making it possible for the officers to access information from the state such as drivers license check, vehicle information and wanted persons. The cruisers also are now equipped with the best mobile video equipment and audio equipment that could be found to document each and every crime that they come across. Combining this type of equipment with the officers has shown a decrease in citizen complaints and an increase in conviction rates.

In closing, I would like to thank the committed and loyal officers, and employees of the Sulphur Police Department along with the citizens for all they do to make the City of Sulphur a great place to live and raise our families.

The City of Sulphur Code of Ordinances requires each business person or firm located inside the City Limits to purchase a business license from the City. This includes those conducting business inside the City Limits, but with their actual place of business located elsewhere. A business license must be acquired prior to opening a new business, and must be renewed annually for existing businesses.
